The project aimed to identify trends and techniques that have proved successful in previous victim identification cases, which could subsequently be applied to other, as yet unidentified, investigations.
The intention was to avoid any potential collective loss of knowledge, and build a "victim identification checklist", which forms a starting point for new investigations.

This should then go on to inform future training and also become the basis for a "manual of guidance" for victim identification investigations. Details of over 2,000 investigations were reviewed and annotated before being refined into a list of 20 preparatory processes and 40 investigative techniques.
