Case study of the progression of a teenager / adult offender, and psychological mindset of young recidivist offenders.
An Argos investigation of William Fissenden (30/03/1999). During 2017 and 2018 Fissenden was an 18 year old offender who groomed and procured online a 12/13 year old USA female. Fissenden continued to reoffend during the investigation, after being arrested and bailed, whilst in prison, and after CPOR has conducted device inspections. In 2023, Fissenden was charged with multiple Rape and Indecent Treatment offences for grooming local young children and engaged in sexual acts whilst videoing it, which have likely been shared or posted online. Whilst in prison and has engaged in sexual relations with another cell mate.

Presentation Two:
Child Sexual Offending Recidivism: The real numbers and sexual cognition and behaviours behind closed doors
This presentation will cover real world sexual offending data across the entire lifespan of approximately 12,000 convicted child sexual offenders who, at some point, have resided in Queensland. The sexual offending trajectories and associated risk factors of life course, often very harmful, repeat sexual offenders will be presented in an easily digestible manner aimed at law enforcement, the judiciary and individuals making risk determinations for men convicted of contact, noncontact, and mixed profile sexual offences involving children under the age of 16 years.
