Avatars of Exploitation: Investigating the Use of Online Games for CSAM Creation and Emerging Response Strategies

This presentation examines how online gaming environments can be misused for harmful and exploitative purposes, including the creation and circulation of illegal content involving minors. It focuses on the evolution of user-driven gaming ecosystems where inappropriate interactions and content may emerge through features such as avatar customization, role-play dynamics, and user-to-user exchanges. Drawing on research-based case studies, the session explores how these platforms can serve as entry points to more concealed online networks engaged in illicit activity.

Through analysis of user behaviour, platform design considerations, and the intersection between gaming communities and harmful online networks, this presentation provides insight into how exploitation can develop within interactive digital spaces. It also highlights the technical and operational challenges involved in identifying, investigating, and responding to such activity.

The session identifies opportunities for coordinated action among law enforcement, gaming and technology companies, and policymakers to strengthen detection capabilities, improve information sharing, and enhance responses to online harms affecting minors. Emphasis is placed on proactive, collaborative strategies that support both prevention and enforcement.

Attendees will gain a clearer understanding of emerging risks at the intersection of gaming and online safety, along with practical insights into how cross-sector collaboration can support more effective responses and strengthen accountability across digital ecosystems.
