Fiona Naylor is a DLSC with Victoria Police specialising in the identification and safeguarding of victims of online child exploitation.
After joining Victoria Police in 2009, Fiona has spent over a decade investigating child sexual offences. For the past eight years she has worked within the Joint Anti Child Exploitation Team (JACET), including six years as a dedicated Victim Identification Specialist.
Her role involves proactively identifying new and emerging child abuse material across online, darknet platforms and E2EE applications, forensically triaging and conducting in-depth analysis of seized digital devices, extracting critical intelligence from complex datasets contributing to national and international investigations and the safeguarding of children.
As a qualified Online Covert Operative, Fiona brings a unique dual capability and is a strong advocate for bridging the gap between covert operations and victim identification to enhance investigative impact.
Fiona holds a BSc (Hons) in Psychology and a MSc of Information Security and Intelligence, combining behavioural insight with technical expertise in complex, high-risk investigations.
